It is a matter of great concern and grief to the state that unprecedented rain havoc has been caused in Northern India. In this message a special reference is made to the great loss on the account of overflowing of Ganga , Bhagirathi and other rivers, effecting the pilgrims going towards Badrinath, Kedarnath and other pilgrim places.
